You can solo quickenings but most of the time you'll just get 1-3 hits out of it, which doesn't do much damage against mobs later in the game. To do the most damage you really need your 3 active party members with at least level 1 quickenings, so you can chain them together and in the end get a better finishing move. As for resfreshing them, i believe the quickening and the level are completely random, if it refreshes to a level 1 quickening you can refresh again and hope to get a level 2/3 but its not really worth it, best just to hit the one thats up and then hope you get a better one next time.
