The reason the actors were cast with a different accent was because they hailed from Gran Pulse... so it makes sense that they would have a different accent when compared to the other characters.
As to whether it was meant to be "Australian" or just foreign, I'm not really sure. Either way, I didn't really mind the voice acting for either. I think they fit their respective characters well enough.
