It's possible. I did it before in one of my playthroughs....once.I kept her in my party pretty much all the time, and used her limit breaks often. The only thing that bites about it is that some of her limit breaks weren't all that useful. Like, you gotta use Breath of the Earth 6 times before she learns Fury Brand...but if your other characters don't have any status effects to heal, then it's kind of a waste... Ah well.
Anyway, yeah, you can learn them all if you work at it.

Yes is possible have seen it done however I was a little disappointed I thought it would be better than it actually was bit of a shame.
Yeah it is possible to unlock all of them, but i think her 4th level Limit Break is actually inside the Temple of the Ancients if memory serves me correctly.

It isn't her final limit break that's in there. Her final weapon, the 'Princess Guard' is located inside the Temple of the Ancients. You can get her limit break manual from the Weapon Maker's shop near the Golden Saucer, should you have some Mythril. That means backtracking to Junon via buggy and Costa Del Sol, but it is entirely doable - I've done it myself on my previous playthrough.
