sounds interesting, but I'm dubious about the phsyco guy. A restraint jacket is somewhat out of place in the setting and also would be quickly gotten rid of by the party, a far more interesting quirk would be to have runes carved into his eyes (You could even have them glow when he uses his powers. also were you developing the main characters there, it's kinda hard to tell. Assuming you weren't, what kind of relation do the two hold? Siblings, lovers, friends.
What do you plan for the over all plot, a simple romp around the world and then discovering something they shouldn't or will it be serious from the start?
You said that the boy and the girl are semi-aware of each other, what exactly do you mean by that? Do they meet in dreams or just feel each other like a warm glow in the back of their minds that gets hotter the closer they get to each other
