No, but it's a specific thing--the Internet. Therefore, it has to be capitalized; but within the next few years, the adaptation without the capitalization will probably suffice, too. No, English, no matter how you look at it, is proper because it's the language of the people in the country. The English people speak English in England; their English is sufficient.

Wrong, Internet itself is a proper noun, therefore it must be capitalized. =3 And English is a language, also a proper noun.
