When you say characters, do you mean aeons too? I don't think so, so I'll only count party members' overdrives. I say there are twenty seven overdrives because I counted Rikku's Mix ability as one (leaving out all the outcomes since they're made from Mix), Kimari's as twelve (each one he learned from lancet were used separately in overdrive), one for Lulu, one for Yuna, four for Auron, four for Tidus, and four for Wakka.
