I don't remember what level I usually am when i reach her, but you could try running around the engine room for awhile and try to build up you levels abit, might make her a bit easier for you.
I personally find her 2nd form Life and 3rd form Death easier than her Birth form, because you have equipment to protect you from her attacks.

Her first form will be pretty hard considering your level, but I think it can be done. You just need to be patient, because she has a few thousand HP.
Don't let that scare you! If you're confident enough, take her on with all the fire power you have, make sure you have someone healing regularly (she does that laser attack, twice in one go, and that can hack a bit off/KO you if your HP is too low). I recommend having Aeris in your party as a constant healer. You'll have Shiva, which works quite well in this battle.
Apparently the Flame Thrower Enemy Skill does a good amount of damage too.
If you still can't defeat her, I suggest getting to level 20, at least.
This is the only diffiicult Jenova in the game and she can be a bitch at times. The only advice I can give is use summons and the best magic attacks you have and keep healing regulary and also use your limit breaks when you get them. If you are still having trouble after trying this walk around the ship for some more EXP and try again and also off the marines you can steal a decent piece of armour called the Shinra Beta you could equip these and see if that helps hope you beat her soon!!!
One of the first combos I did in VII was connecting Poison and Added Effect. This gave Poison status to my weapon and really helped out party members using range weapons. The first third of the game got a lot easier. I probably spent close to half the game with Cloud using Ice and Element, with the other two using Poison and Added Effect.
Chrono Cores:
As Unknown said, you might want to level up alittle more. Lvl 14 is alittle low. I'm usually around lvl 21-22 by that boss fight. Jenova Birth has about 4000 HP. She has attacks like: W-Laser, Tail Laser and Stop. Flamethrower is good, but if you managed to defeat the Midgar Zolom and got Beta your in better shape. Just use Cure alot and use your limit breaks.
Also a added note: Use Hypers on everyone to get their limit breaks up faster. It might lower your accuracy a little but it helps in a pinch!

I was Level 25 when i fought her with my team and even then i still had a little trouble with her - if you can beat her at 14, you have my respect. If you can't, just level up some more on board the ship - the xp gain is decent, although outside Junon is probably the better and faster place to train.
