I guess Reicher from MK2. He's probably one of the most smartest villians I know that prioritizes defense. He has a pretty deep connection to the game, and before he went insane, he had a great personality.Plus, he's always sarcastic, and gets everyone's attention the wrong way.
He also has that magical shield-sword that comes apart, floats around, and electrocutes you.
.....And I also stole that cupcake.
