Well USA and Europe regions won't expect to see this game in my opinion.
Idea Factory and Compile Heart has used the Dengeki game festival to announce some more Neptunia games coming soon. The Hyperdimension Idol Neptunia PP was a previously lacked and confirmed title that will becoming out for the Vita. The CPU Goddesses from the Neptunia series will be in the game and it will be the player's just to train them up to be idols, much like the Idolmaster games.
They also announced what looks to be a Noire focused game titled Hyper Goddess Faith Noire: Extreme God Black Heart also to be coming for the Vita. Apart from a slide of Noire, nothing more is known about the game.
The third title that they announced is Hyperdimension Game Neptunia: Re;Birth 1. It was only a slide and came with the words 2013, Neptunia Reboot. Given the series is only three years old with three titles so far, a reboot seems a little odd. However, it is a series that is known for parody and satire of the game industry. So they may be taking advantage of the reboot fad currently running in the industry to parody at as well.

Maybe, the Neptunia series is fairly popular among its specific audience. It will definitely be harder to justify since it is on the Vita, but Tecmo Koei is releasing Atelier Totori Plus here. So maybe NISA will see how they fair on likely on a series that probably does fairly comparable numbers. I think the Noire game probably has the strongest chance of making it over here since an Idolmaster type game doesn't have a market here since they've never released an Idolmaster game and the other apparently from what I'm reading elsewhere is just a remake of the first game.

If you could andro, could you compile a list of vita games that never made a release outside their respective country? (I guess I'm mainly reffering to titles from Japan)

Wow, there are so many awesome titles there, I'm disgusted that we get garbage games instead of these gems. Is it worth me learning japenese and importing them?
I guess that is up to you. I want to learn Japanese for sure, it'd make playing all of the those Japanese games possible.

Dragon's Crown and Muramasa Rebirth are both confirmed US launches for this year though, so it's safe to pull them off that list.

Why you do think I said so far. I'm looking for to getting them when they come out. I agree on the Ciel game. I really wish that they would have brought it over. Now that they are part of Tecmo Koei, I'm not sure if that lowers or improves the odds of getting Gust's more minor games. They're bringing Totori Plus, so I'm hopeful. However, Ayesha was localized by NISA. So I don't even know if they are going to keep bringing games over here. Ayesha was the last deal NISA had with Gust.

Ciel looks so cool. I've had my eye on it since it was still just a preorder item. There's just WAY too much dialogue for me to import it and try to fight my way through it.

The first Ciel Nosurge may have a translation... I'll have to look for one. It came out back in April of last year, so it's viable. (It's also missing from your list, but eh, close enough.)
There's no way the remaster, Re:Incarnation, has been translated in full yet given that it's not even been out for a month, and it has all that bonus content.

No it's not. Both are on the list, just look harder. ^^ I remember them saying that they were going to be releasing a ton of DLC and stuff for the game. So it is nice that they bundled it all together. Need to get working learning my Japanese. Need to learn my kanji!
