Spoiler:
Technically Cocoon is on Pulse now, it is connected to it. So that did happen and considering it looks like all of the fal'Cie running Cocoon are no more I'd say that all of those people that survive the chaos will be learning to live on Pulse. So I think everything you just said is actually happening. The only thing is that they didn't come out and tell you that it is happening. They show the immediately aftermath and a short reunion. Everything else that just left up to the players to figure out what was going to be happening through some logical steps.

It is certainly the shortest ending for a FF game, but I don't think that is a bad thing. It is a bit of a bittersweet ending too seeing as both Fang and Vanille are pretty much gone and dead. They gave their lives to save Cocoon. I'm grateful that some of the main characters actually died this time and they didn't try for a stupid hollywood happy ending like we would have most assuredly gotten from the West. Though personally I would have preferred that they all died in the effort to save Cocoon and were just crystals. And they pretty much died with everyone hating them and having no clue what to actually happened. So that all of your work while important would never be known or understood and while a meaningful sacrifice for the people that totally hate and fear you it could as feel quite empty. So I was a little disappointed that they all came out of their crystals. I was also a little disappointed that Serah and Dajh were out of theirs as well since it still managed to give too much of a hollywood ending for me. But I'll take a little bittersweet over none at all.

I enjoy sad endings when they make sense and for this game it would have. Needless killing people or making a sad ending is different from having a pretty meaningful one. And with everything that they did it would have been really sad to know that they saved the world and were still hated.
