Let's say power is destructive capabilities each villain has over the world. Kefka used the judgement beams to split continents, Kuji blew up half of the planet. Can Sephiroth even compare to what Kefka and Kuji did?

I think we need to define what makes a villain both memorable and evil in order to determine the 'quality' of their character. Generally, antogonists are very powerful. We need to look deeper, which is why i suggested Sephiroths character. He was one of few villains who was actually one of the good guys before he turned evil. He also was one of very few villains to actually kill a main character. These things alone should make him a stand out character.
