No, but it's a specific thing--the Internet. Therefore, it has to be capitalized; but within the next few years, the adaptation without the capitalization will probably suffice, too. No, English, no matter how you look at it, is proper because it's the language of the people in the country. The English people speak English in England; their English is sufficient. Naw, you don't need it every time.
Wait, Internet is not a place, or a name, therefore, it cannot be a proper noun. English, in the context you used, was stated as an object, meaning you can't count it as a proper noun. Although, if you were saying that it was the language you would have to capitalize it. Also, you forgot the comma after therefore.

Internet would not have a capital in a sentence unless it was at the beginning of a sentence, same with the word english, in the context you are using it in, because you are describing it as an object, rather than the language. Grammar Nazi Battle!
