I don't think there is a figurative meaning of literal.
If you say that something was done "literally", you mean that it was actually done that way.

But lots of people use the word "literal" just to amplify their figurative expression.

Those damn dirty laser vision seals! I knew that they were too cute to not be working for the Germans, but I convinced myself otherwise! If I were president of the United States right now, which I could possibly be at some point, considering that although I was a Canadian for over ten years, I was born in America, I'd find where the seals have collected themselves as a society, and I'd nuke the all.

Are you serious? All these years, I thought that the Titanic hit an ice berg, but in reality, it came into contact with a couple of laser vision seals. And the Lusitania wasn't really bombed by the Germans, which means that America could have indeed stayed out of the first World War. Do you think the laser vision seals were working for the Germans?

You still never explained the laser vision seals. Are they seals, or Navy SEALs? I've been assuming that they're Navy SEALs, but I could be mistaken. Or mistooken. Whichever word you prefer.
