You can make more than one character on the same account, if that is what you were asking.
If you create a Hume, you can run it to Windurst and set your Home Point and nationality there.
Charisma is good for certain classes. There were rumors when I still played the game that it affected your enmity decay (tanks with higher charisma or CHR kept aggro longer). However I believe it solely plays a part in your success rate to charm things as a Beastmaster, and how potent your songs are as a Bard.
I'd pick the race that you like the best, as racial states aren't gamebreaking. Humes have more strength, and Mithras have more agility and dex. Both are pretty similar, though.
I think it should be based on what job you are going to end up leveling. The thing about FFXI is that it is mostly a formula base. But if you plan on playing a mage, I would recommend a Mithra. They have a little more natural MP than a Hume. If you plan on going the other way and playing a Melee class I would go Hume. But again, it would depend on what job you were playing... If you wanted to be the ultimate BLM I would be a Taru. If you wanted to be a great Warrior Elvaan and a tank Galka. That is the general formula, but I found that I did what I wanted to anyway. LOL. There is a ton of guides on Allakhazam as well that will help you with questing, missions and job crafting. Let me know if there is anything else I could help out with.
Humes are generally good at everything.
Mithras are agi and dex.
Elvaans are str and chr.
Tarus are int and mp.
Galka are usually good in hp and str.
Elvaan have shit for CHR. Their major stats are MND and STR. Their AGI and VIT are decent, and their CHR and DEX are pitiful. Their INT is beyond pitiful. Obviously these stats will change with job choice, but by comparison to the other races, these are the areas which they will excel/fail in.
Humes actually have the highest CHR stat. They're very well-balanced otherwise.
Mithra, as mentioned, are high DEX and AGI, with a larger natural MP pool than Humes.
Galka are VIT VIT VIT, with a high STR rating as well. They have the lowest natural MP.
Tarutaru are INT-based, with well-rounded stats otherwise (except for STR/VIT), and more MP than you will know what to do with.

Hume and Mithra have equal HP and MP. They also have equal INT. Mithra have slightly lower STR, VIT and MND (all 3 points less), and higher DEX (7 more) and AGI (5 more).
Elvaan do not have bad CHR. They are tied for best CHR with Tarutaru and Hume. Galka and Mithra are tied for worst CHR. This is a 6 point CHR difference. CHR is also not that big of a deal.
Elvaan also have the worst AGI, along with the worst DEX and INT.
But since you're mostly interested in Hume or Mithra, the main thing you should see is that at the top.
You can start your character in any nation.
To be honest, it is my opinion that you base your character mostly on how it looks, or maybe the race's history. The stat differences, while sometimes big, will generally not make or break you. Except for Tarutaru's HP. That will break you. I swear, if I made my character based on stats, I would have chosen Elvaan or Galka. But I went with Tarutaru.
Tarutaru make excellent mages and Mithra makes excellent Thieves. My Mithra, however, started out as a Red Mage as a building block to become a Dark Knight.
You could ask Dawezy since he just about maxed out his character's levels, IIRC.
