I am looking for a half-decent program that I can use to make basic changes to photographs, such as changing colours, putting on filters, etc. Nothing too difficult.
I would not like to have to pay for this program.
Any recommendations? Like I said, it's not like I need to amputate Emma Watson's legs or anything, just the basics.
Look for The GIMP. It's an open-source version of Photoshop, effectively, but with fewer filters. You can download and/or create new filters for it though, so in the end it's almost the same. It's probably one of the best things you can get without paying.

I do rather love Paint.NET, though its capabilities are somewhat limited by comparison. I actually use it in conjunction with TheGIMP to get the ideal outcome most of the time. =)
