I usually just make up some terrible excuse, and if it's something I know they will ask again like "oh what about next Tuesday?" I'll just say I will be out of town or there's a possibility I will and it's a wait and see situation.

In all honesty, I usually just tell people that I'm really busy or too tired to do something, or that I have prior plans. Most of the time it works, unless they're really persistent.
