It's an account that you create with Visa for online purchasing that helps to protect your identity and prevent your cards from being used without your permission. Not all online retailers require the service, but the reason MMOs typically do is because of the high risk of fake login sites attempting to get your info. You don't go through your bank to do that; you set the whole thing up on that website.
