The problem is actually the graphics card. Square Enix updated the requirements for the beta, now the graphics card has to be equivalent to Nvidia's 9600GT or better. With my current graphics card the game works fine, but the FPS is quite low.

Yeah, I figure I probably just need a new video card, since most of the work will be on that. I just don't have the dough to dish out on one "good enough" for those requirements right now.

The test is flawed... atleast for me.. my gpu auto underclocks itself since it's windowed mode... I also gained 300 score by disabling catalyst ai..
1850 score on high res here
...also can't set affinity seems single core testing, and I have a 4870x2 I feel it's only using 1 card... i'll look into it

Not that I really plan on playing another Asian MMO ever again, much less an FFXI clone, unless someone gives me a rather huge list of reasons why I won't find this game as terrible as FFXI, I decided to give the benchmark a run for my own curiosity.
Running an AMD Phenom II quad core @ 3.0GHz, nVidia GTX 260, 4GB RAM and a 1680x1050 22" monitor on Windows 7 64bit
The higher res didn't fit on my monitor, so I ran it at 1280x720.
Got a score of 3200, while doing things in the background. While monitoring CPU usage I noticed very little utilization for the most part, maybe a few spikes up to about 60% but most of the time is sat around 20-30%. Most people can probably run this game easily on a system with a $150 video card and a dual core CPU clocking at 3 gigs a core.

Just to throw you guys a heads-up, I only got around a 2400 score on the benchmark, yet I can run the current beta build with little to no issues, outside of instances where there's masses of people sitting around an Aetheryte and such. I've got the majority of graphics options enabled, 8x AA, and shadows are on normal (haven't tried with'em at max yet, shadows just KILL framerates ;; ).
Runnin a Radeon HD 5770, with a 3.0Ghz Intil Core2 Duo, with 2GB of RAM, so, the requirements really aren't seeming (so far) to be quite as harsh as they first appeared.
I wish I had internet that didn't have a 5gb limit or I would download this when I get back home. I want to see if my comp can run this game decently after I had to downgrade my video card.

I've just downloaded the FFIXV benchmark, and every time that I run it, the benchmark in question won't fully work albeit having a Windows 7 64-bit OS on my PC. I've used the FFXI benchmark on the same OS, it worked perfectly. What puzzles me is that why is it that the FFXI benchmark works and the FFXIV one doesn't? Should I re-download the FFXIV one?

The computer requirements for FFXIV are quite a bit higher than FFXI. Without knowing more details about your computer I really can't comment on what might have happened. Having a 64-bit OS is not a problem though. I and quite a great deal many other people run Windows 7 64-bit and play the game.
