Lightning's New Design Revealed
Famitsu had an article today covering the reveal of the new Lightning for the newest FFXIII, Lightning Returns: Final Fantasy XIII. The outfit shown is going to be the default costume for Lightning, but they have reported earlier that you will be able customize and control the appearance of Lightning during the game.

Considering that FFXIII-2 had downloadable clothing, it won't be surprising if this does. This game is supposed to have a lot of customization. So they might have some of them unlocked through such methods.
