How did Dagger & Quina get so high and Zidane who has to be in the party stay so low?

I'm in Pandemonium right now and here is my party:

Zidane: Lvl 1
Garnet: Lvl 1
Vivi: Lvl 1
Steiner: Lvl 1
Freya: Lvl 1
Eiko: Lvl 1
Quina: Lvl 1
Amarant: Lvl 3

Going through a level 1 play through and in the three necessary fights I'm gonna have Amarant, Steiner, and Dagger level up to keep the other party members at level 1. If I can get past the darn battles that is

it was cuz i wouldnt heal zidane and he kept dyin and i really never used vivi or cared until disc 3
