theres a guy in balamb in the docks that will reset the rules for you, cant remember if you have to play him or not, but he'll sort the rules out so the only law you have is trade rule one or some shit
I'm playing through the game, and am really hoping to complete the 'Queen of cards' side quest this time. As suggested in the thread's title, I've come across a problem. I can't seem to shake the "Random" law. I'm also getting vexed with the "Same" rule. Is there some way I can get rid of these two? In order to relinquish the Moogle card, I must be able to select it, right? My manual is suspiciously vague on this point. I've already been touring the world, but it's latched on to me. Like a curse, it follows me no matter where I go.
I don't want to be a pest. I've been told to forget it, but for some reason, skipping this quest is unacceptable. I cannot leave this game until I feel I've completed everything. Help me, Obi Wan, Pretty please?

Your other alternative is to mod all the cards you don't want to use. There's only about 15 or so cards that require more than 1 card to mod. After doing that, the only cards possible to random are at least high rank or above. I'm afraid the random rule is a bane upon existence. You can avoid spreading the rule by exiting the card game if you see that the random rule will be in effect. I'm afraid dollet, esthar and lunar base are the main places that use the random rule. Fortunately there are a few ways around it. You could do what I mentioned or you could do as stated above, and reset the rules.

TWO DAYS LATER EDIT:
I'm at the end of my rope now. The guy at the docks worked for a short amount of time, but then, mysteriously, he DISAPPEARED! He's gone! And now the Random is back! Along with my most feared rules: Plus, Same and Wall. I've been struggling through it, but it's super tough, I keep resetting the game, trying to get the right card selected, but it's taking forever, even AFTER I card modded most of my other cards. Please help again?
Is there like a list of where that dock guy goes? Again, my manual has exercised ignorance on the matter. I'm rather exasperated now... I feel so embarrassed

Could be wrong with this so don't get too exicted.... but think you can clear out the Random Rule by going to Timber and and asking the Timber guard near the exit for a game of cards. Refuse a game with him until he no longer asks you if you want to play with random included.
Or it could be maybe going to Dollet and heading into the main bar that you can hide in during when the giant spider attacks and asks the guy who is blocking the bridge side for a game. If you win you'll be able to adventre across the bridge and found out more about Julia Heartilly.
Ask the middle aged man for a game of cards for a card game and don't say yes to him until he deletes random rules.

I can confirm what bubblegum said is correct. That is something that is very tedious to do since the odds of the rule not wing included are low, but once it happens it's abolished.
Okay, I'll try one more time and then I'm just forgetting it already (I'm lying, I'll try many more times: that is my curse). Thanks for the advice, I'll check if it works.
EDIT: oh, maaaaan. I think I'll give up. Unless anyone can think of a quicker idea, I'm doomed, here.

The random rule sucks but if you take your time (there is no time limit) the plus and same rule can help you as well as the opponent. Just use some basic math and you can block places where a dangerour plus or same rule could come into effect also check for plus and same for yourself it can turn the tide in your favour if you are losing. One problem with this is you have to have the open rule enforced to make this doable if it isn't around get the Queen of Cards to spread it and you should be fine don't wimp out ovet these two rules they are not that bad!!!
