You actually get control of the Ragnarok the first time on disc 3 though after Squall and Rinoa come back from space. Pretty sure that is the first time that you gain control of the Ragnarok when you go to rescue Rinoa from being turned into a sorceress by Adel.

Yes thats the FIRST time you get it after the time compression you lose it although there is a way to get it back. thats what i want to know

I remember that, now. You can find the Ragnarok in Centra by jumping into one of the three doors on the side of the chain that leads to Ultimecia's Castle. It's a little ways away from Cactuar Island.
