No, it's not Doom. Quina can inflict several status effects with some of her Blue Magic, not including Bad Breath. One of his/her Blue Magic inflicts a certain status effect that will kill Taharka if it does land on him. Doom was a good guess though

I was thinking about the status Freeze but that would only be a stop effect and you'd have to physical attack him...
So, I'm guessing you could use Heat status? And, wouldn't there be an add effect status on someone's weapon as well as Bad Breath with Quina?
