Yea it kind of sucks but if you know how to play Tifa you could do a lot of dmg..
I've read somewhere that damage multiplier for Premium Hearth is even higher than Cloud's final weapon..
If you want her to hit hard all time just give her mug materia and then you can use attack ability...
You should know that Tifa is first char that can get 9999 hit with Cursed ring and Powersoul.
