A: I will try to answer this as best I can.

Well regen regenerates your hp but doesn't cure any abnormal status so it´s natural that you can have poison and regen at the same time.
But when you use stop at the enemy it will not move for few rounds and I don't think that you can slow down something that doesn't move at all.
So I believe this is the reason why you can't have slow and stop at the same time. That is my opinion and correct me if I´m wrong.
