Can't walk around in Kazus

I bought the game a few days ago and have been stuck on entering Kazus. When I do, Luneth yells "A Gohst" and turns and runs. I don't get to talk to anyone or look around. What's the deal?

Oh, you must go back to Ur and find Arc. He's in the northeast part of town, surrounded by a bunch of kids. Talk to him, then return to Kazus, and now you can explore.

If my memory is correct, you have to find and talk to Arc after she runs away. When she joins the party, you can head in to Kazus.

must talk to old man (i think he is chief of [ur]) in left hand house then go to Kazus
