Upgrading Items

I am now on chapter 11 and I haven't upgraded items at all since the beginning of the game,because I was afraid spending components on lesser items.
My question is how much upgrading is important and how can I achieve the massive amount of components needed in order to upgrade items into an effective level?

Actually depending on how much gil you have its really easy just buy 28 Vibrant Ooze's then a lot of particle accelerators and if you buy enough particle accelerators you may be able to get it near * level with one upgrading.

Be sure to use the Vibrant Oozes FIRST cause that gives you 100% bonus xp then use all the particle accelerators at once because bonus xp only counts for one item but it can be as many as many of that item as the game allows and each would have double xp.
