Rikku in X gave me a chubby so I gotta go with her, Tifa is a very close second.
What, no love for Quistis. As geeky as it may sound I find Quistis to be the most attractive female in Final Fantasy franchise, and gaming in general. Lulu second, as far as the franchise goes, and Rikku for being so kawaii, she's still a pain in the ass though.

Lightning - Pink hair and a tough as nails attitude. Love it.
Tifa - Sweetest lady you'll ever meet, but she can whoop your ass. Nice.
Fang - What can I say, I like flirty girls with dark hair.
Rinoa - Again, dark hair, and she dresses mor modestly than most. It's a nice touch.
Agrias - I know, there's not a lot to work with here, but I can't help but find her attractive, in that modest, tough kinda way
Paine - I just love the look. Plus I've always had a thing for bare shoulders and mid drifts.
Faris - Purple haired pirate chick, nuff said.

FF2- I really liked Leila. Also, there's something about the Emperor... it must be his David Bowie-ness... Gordon, Scott, and Minwu are good-looking.
FF3- Ingus and Arc are nice. Refia's pretty. Again, the princess has nice art.
FF4- Rydia. For the boys, Kain, Cecil, Edward, and Edge are all drool-worthy.

My first pick would have to go to Tifa. She looks so good in Advent Children. Rikku and Terra are also not bad. The best looking and coolest guys would probably be Cloud, Vincent, Vaan and Kain.
I agree with Angel of Iniquity Tifa in Advent Children is the best looking. In all honesty she is so fine so mega hot what more can I say!!!
