Technically, those characters are in Dissidia, just not playable.
As far as a playable character, I would have liked to have had Basch fon Ronsenburg. Judge Gabranth is pretty cool, so I'm not complaining too much.
I Think that more ff charecters should be in dissidia so what we do is we will say charecters they should have made in dissidia i will start
FF4 Kain
FF7 Yufie
FF7 Vincent
FF7 Baret
FF8 Zell
FF8 Selphie
FF8Laguna
FF9 Garnet
FF9 Vivi
FF10 Rikku
That is who i think should be in it

While it may be nice to have more characters in Dissidia the developers would have to worry about fighting styles, moves, balance issues, more story, voice actors, etc. With that it would have taken a lot longer to be released.
A problem I have with your list is you don't give a character to each Final Fantasy game represented, at least from I-X as XI and XII are unique. Not only that but you give off multiple characters for certain games, loading them up - each game would need to be equally represented. You also list only heroes and have no villians creating an imbalance in good vs. evil characters.
Here is who I would not have mind being able to play in Dissidia:
Final Fantasy: Monk of Light (?) & Astos
Final Fantasy II: Gordon & Dark Knight (Leon)
Final Fantasy III: Desch & Xande
Final Fantasy IV: Kain & Zemus/Zeromus
Final Fantasy V: Galuf & Gilgamesh
Final Fantasy VI: Locke & Gesthal
Final Fantasy VII: Vincent & Rude
Final Fantasy VIII: Zell & Seifer
Final Fantasy IX: Quina & Beatrix
Final Fantasy X: Auron & Seymour
Some of my choices can easily be changed for other characters as none are that different/important and some of my choices I chose because of personal preference and did not care about how important they were in the story (chiefly Quina ).
Main series FFs Beaten - FF: 4x, FFII: 3x, FFIII: 3x, FFIV: 3x, FFV: 3x, FFVI: 4x, FFVII: 5x, FFVIII: 5x, FFIX: 3x, FFX: 4x, FFXII: 3x, FFXIII: 2x, FFXV: 2x
ok then here is what i think
FFI Cant Think Of Any...
FFII Minwu And Leon
FFIII Aria And Xande
FFIV Kain And Zeromus
FFV Krile And Gilgamesh
FFVI Locke And Gesthal
FFVII Yuffie And Reno
FFVIII Laguna And Seifer
FFIX Vivi And Beatrix
FFX Yuna And Seymour
Alot Of the villans i chose were the same as yours but some of them were different and i couldnt think of 1 for FFI
Hopefully some of these guys can make it to a sequal:
FFI: Red Mage
FFII: Leon
FFIII: Desch, Xande, and more Desch
FFIV: Kain and Tellah (Maybe Yang)
FFV: Gilgamesh
FFVI: Locke
FFVII: Cid, Reno, and possibly Red XIII to have a real unique fighter
FFVIII: Laguna and Zell
FFIX: Amarant
FFX: Kimahri and Auron
FFXII: Basch and Reddas
"Take a chance.....roll the dice.......pick a card....whatever suits your game.....you'll lose either way...."
Organization XIII in a nutshell, in their most core personality:
http://fc04.deviantart.com/fs25/f/20..._blablachn.jpg

FFII: Leon
FFIII: Xande, Desch
FFIV: Kain, Zemus
FFV: (Not sure, I've never played V )

FFVIII: Zell, Seifer
FFIX: Freya, Beatrix
FFX/X-2: Yuna (as she appears in X-2), Seymour, Auron, Paine
FFXII: Basch, Cid, Balthier, Vayne
Nanaki otherwise known as Red XIII otherwise known as a huge ****ing baller.
FF6- Locke or Edgar
FF7- Aerith
FF8- Rinoa!!!!!!
FF9- Garnet
FF10- Yuna
FF12- Fran
***** If I could ask for one villian tat wasnt in it I would choose Edea.

TFF Family~:
Hmm...let's see...
FFI: Thief, Red Mage, Black Mage, White Mage, Monk (Heroes) and Lich, Marilith, Kraken and Tiamat (Villains). It's asking for too much, but it's the thing that makes most sense. Any pair would be fine, although I'd incline for Red Mage and Marilith for main choices. Red Mage would reinforce Cosmos' imbalance towards Magic (even though Onion Knight as Sage, Terra and Shantotto are potent magicians, there's still a need for a tad more magic). Marilith, along with Lich, is the most human (so to speak) of the Fiends, and an interesting addition.
FF2: Hard to pin. Gordon for the good guys and Leonhart for the bad guys is a pretty solid choice. Though, I'd go with Min-wu: he's the first of the White Mages. Or Josef. Or even Ricard, but it would conflict with Kain. However, there is little reason not to think Leon is the definite choice for Chaos' side; heck, it would be awesome to have Cecil fight Leon...
FF3: Desch's story is heartwarming, but I'll throw the Wild Card in here: Do(r)ga and Unne(i). Dorga as master of Time, and Unne as mistress of Dreams, both allies of the heroes and forced to fight them.
FF4: I'd gladly comply with Kain and Zemus, but I have one that, despite the lack of popularity, would be one I'd definitely love to see: Edge vs. Rubicante. Rubicante would be a tad reluctant to be on Chaos' side, and perhaps would incline towards the Emperor's side, but he'd be an interesting choice much on the line of Cecil's dual-job style (except his would be dual-element). Edge, on the other hand...might need some workout, but thematically it fits Rubicante. However, no complains for Kain vs. Zemus.
FF5: Hands down, Galuf. A big salute to the old man. As for opponent...I'd go wild and say Magissa. She had a really short time in the spotlight, but her battle was, little to say, interesting.
FF6: Tough choice here. Popularity says either Edgar or Locke for heroes, and definitely Gestahl as a villain. However, if we're going to be reviving dead people, might as well throw a bone to good ol' Leo. It would be very interesting, to see Leo facing someone whom he despises despite being on the same "team" (Kefka) and against his own liege (Gestahl).
FF7: Really difficult choice. Zack would be a decent choice, but it would be mostly a palette swap of Cloud (except for Omnislash, but using the DMW system as an EX Mode). Vincent seems the obvious choice. Pretty obvious choice; EX Mode being Chaos (or him using Death Penalty). As for a villain...again, a tough choice, given that the Turks could use some love.
FF8: Heroes have a tough one here. But, given a read not so long ago, I'd go Rinoa vs. Seifer. Failing that, Laguna vs. Adel.
FF9: Hmm...Brahne? No...not enough to justify being on Cosmos' side. If I were to choose, I'd have Beatrix be the hero choice, but I must relinquish and accept she could do a magnificent villain; the kind that accepts commands without question (even if those are orders against her own way of being), but that slowly shifts loyalties elsewhere. As for the hero choice....STEINER. Ol' Rusty needs some love...
FF10: Yuna and Seymour. I know Auron is an appropriate choice, but the entire idea was that if Seymour was to get in, Yuna had to enter. Not a difficult choice. Though...just for knacks, I'd make her Gunner Yuna, and her EX Mode being High Summoner Yuna (and alternate version Yuna being Songstress Yuna); Seymour would have either Natus or Omnis as his EX Mode.
FF11: To complete, I'd say...Shadow Lord. I honestly though Shadow Lord was going to be there. But, if I were to do something out of the way... Ma'at. Yeah, the guy that raises the level cap of your heroes.
FF12: Either Balthier or Basch. I have no complaints for either of them.
If I could add one other FF, even if it's not one of the Final Fantasy main games: FF Tactics. Ramza and Delita. I feel that they could have done a nice story with them, what with the Zodiac Stones (as part of their world's crystals), their old friendship, Delita's on-off way of being a villain and Ramza's idealism constantly marred by circumstances. EX Modes for both would be quite hard, however.
Delivering scathing wit as a Rogue using Sneak Attack.

^ I don't think it matters really if Cecil has Kain's abilities to people. It's mostly for the fact that people want the actual character of Kain in the game. I know that's how I feel anyway.
Click at your own risk.:
Cecil may incorporate some of Kain's moves, but if Kain was in the game too, then he would have his own moves, and Cecil would have his own.
I don't think that either of Cecil's move-sets are of the Dragoon class. Paladin is more of the aerial attacker and I don't think that Kain would have those moves. Kain would have his own unique move-set; though the difficulty in creating a fighting game with a lot of characters is to make each character unique from each other.

FFI: One of the real characters (except for BM then there would be a confusion for Vivi)... and maybe Astos. Or Lich (being the most humanoid Fiend)

FFIV: Edge the twins or Rydia... and Rubicante or Kain

Lightning actually looks like a pretty cool portagonist, though due to the fact that XIII wasnt out when Dissidia was made pretty well explains why there's no XIII characters.
Of course, there's one character that definately should've made the cut...
Tonberry! Screw the summon, I wanna slowly walk up to people and knife them to death. And make them regret grinding to lv 100 by spamming Karma.
For Our Lord Sheogorath, without Whom all Thought would be linear and all Feeling would be fleeting. Blessed are the Madmen, for they hold the keys to secret knowledge. Blessed are the Phobic, always wary of that which would do them harm. Blessed are the Obsessed, for their courses are clear. Blessed are the Addicts, may they quench the thirst that never ebbs. Blessed are the Murderous, for they have found beauty in the grotesque. Blessed are the Firelovers, for their hearts are always warm. Blessed are the Artists, for in their hands the impossible is made real. Blessed are the Musicians, for in their ears they hear the music of the soul. Blessed are the Sleepless, as they bask in wakeful dreaming. Blessed are the Paranoid, ever-watchful for our enemies. Blessed are the Visionaries, for their eyes see what might be. Blessed are the Painlovers, for in their suffering, we grow stronger. Blessed is the Madgod, who tricks us when we are foolish, punishes us when we are wrong, tortures us when we are unmindful, and loves us in our imperfection.
I think they should have put another female character in the order of Cosmos, personally.
Like Ashe (Cosmos naturally) VS Vayne (Chaos). Instead of just putting in Shantotto and Gabranth. I like Gabranth as a character, but he's just not the main focus of Final Fantasy XII.
I would have liked Yuna (Cosmos) VS Seymour (Chaos) better than the whole Tidus VS Jecht thing, but I can see why they put them in instead.

^ I agree about having more females on the side of Cosmos. Poor Terra is all alone with a bunch of dudes. That's okay, she can whoop any of them if they ever tried anything on her.

I' like to see her touch my Seph or Gabranth o.O
Though she'd probably at least land a hii on any of my Cosmos side characters, She'd never lay on hand on my Seph. But then, Chaos usually doesn't land a hit on my Seph until form 3...
