TFF Community: Top 10 Lists - Villains

Ok, so we're working on a new series of community based Final Fantasy top 10 lists. The easiest way I can think of to do it is to pick your 10 out of each list and the rankings will be based on how many votes each one gets. You don't need to provide explanations of everything, but feel free to add comments, especially on your favorites.

The first list is for your top ten villains. You don't have to vote for 10 of them if you don't want to. Main villains only! There will be a future list for side villains like Gilgamesh.

Fan Favorites: If there's a main villain not on the list that you want to vote for (from say the Tactics series, which I have no experience with), feel free to add them.

Kuja and Vayne, I don't plan on writing a wall of text right now (did that way too many times) so I'll sum this up in one short sentence... other villains suck in almost every aspect compared to these two.

Kefka Palazzo: Best villain in the series. Possibly my favorite villain from any video game.
Garland: First villain in the series. He will knock all of you down.

Difficult choice. I am only comfortable voting based on the games that I've played through. Never did defeat Seymour, so he's disqualified---not that I'd ever vote for him, anyway! I also refuse to acknowledge Ultimecia as a main antagonist because of %reasons%. So this will be a short list:
