This sort of news is a bit old (published around November of last year), But according to Kitase, they want to, "Release the Final Fantasy games like the Call of Duty, Assassin's Creed, and Battlefield games" and he states this "they seem to work with a lot shorter turnaround - they make a game within 1-2 years. That is something we need to follow up, because that seems to be the best way to keep our fans interested and attracted to the franchise."

From what I understand, Square is taking an interest in shortening the development time in each final fantasy game and releasing them to the public. Sure it may be convenient to release to the public, but at the same time, this may ruin the quality of the product. Final Fantasy XIII-2 was developed within 18 months which we have yet to see how well that works out when the game is released (which may be already released by now).
