I hope im going to explain this in the right way, ahem.... WEAPON was created by the planet to protect it, it's purpose is to destroy threats to the planet, and i think it was Sephiroth summoning the meteor that awoke WEAPON.
I know what i mean just couldnt think of a better way to put it lol

A: 4. Ultima is fought in the sky and is killed in cosmo canyon. Diamond wepon is killed at midgars outskirts. Ruby is in desert near Golden Sauser. Emerald is in random places under the ocean but is normally near underwater reactor or crashed Glinka.

A. His choice can be very random, I've noticed that even when I had dolled Cloud up to the max with the best wig, tiara, underwear, make-up, dress etc he still kept choosing Tifa, and on rare choices, Aeris.
