A. Their are various ways of aquiring the Phoenix card, one is to take part in the Card Queen sidequest, although i'm not exactly sure how to get it doing it that way, another way is to get it from Diamond Duo on Disc 4, and the final way of is to get it from the Presidential Aide in Esthar.
