You've honestly never heard of Doctor Destiny? Haven't you ever read the Justice League comic books? He's probably the best villain that they've ever faced. They could also use Maxie Zeus. He was never a major villain of Gotham, but he's just a really cool bad guy. The guy literally thinks that he's the god Zeus, and he used electrically-based weaponry to emulate Zeus.
Most likely Doctor Destiny or Maxie Zeus won't be used, seeing as they're not major villains, and not well known. I'm hoping for someone better than The Riddler and Catwoman, though. Perhaps Professor Hugo Strange. I'm pretty sure he's a major villain.
