You must be talking about the torso's. If you have your torch off, they'll stay still. If you have it on, they'll come after you.

Yeah, that is the alternate world. Dark Silent Hill as it's known. Well, since you've seen that, I'm sure you can guess why. The monsters can't see you in the dark unless you have your torch on, or you walk into them. Although I think of this as an advantage, I prefer it misty. It seems less dangerous in the mist.
