So far, Cloud's at level 95, and the rest are around 86-95.
As far as I know the Northern Crater is the best place to level around that level, through theres also the Sunken Gelnika Ship underwater, you can battle the Unknown enemies there and I think they give you around 2-4000 exp, but I suggest the northern crater.
