Video game soundtracks don't usually interest me that much, but there are a few that match up to, say, movie scores. Music that makes you feel a certain way in any cinematic experience, video games included, is the only music worth mentioning. With my music cynicism being put aside, I have found the following video games to have very emotional soundtracks.

Chrono Trigger.

The entire Metal Gear series, including the original Metal Gear and Metal Gear 2. If I had to choose the best cinematic soundtrack, however, that would be Peace Walker.

The majority of the Final Fantasy series has fantastic music. If I had to choose the best soundtrack, that would be Final Fantasy VIII.

Donkey Kong Country.

And I'll have to include the music from all of the Naruto Shippuden: Ultimate Ninja Storm games. It uses music from the anime, or music by the same composer, and that anime has some fantastically epic music.
