If a member is banned, I think their VMs should still be activated, so we can till msg them while they are banned. Because they still check the forums, so they can read what we sent them.

But then it could be used to troll people while they're banned, and because they won't be able to retaliate directly, they'll try and use other means to do so. Like creating a new account, or looking us up on Facebook, or Youtube or whatever... Even if it's not for trolling, there's not really much of a point if they can't reply.
If you want to talk to a banned member, I'm sure you can still add them on msn.
