My cousin is playing Final Fantasy 9 and we like to know where to get Eiko could someone help us?
Where are you in the game? I ask because Eiko is next to last character you get.
Possible Spoiler Alert (I apologize)
After you leave the Mist Continent by way of the tunnel in Qu's Marsh you end up on the next continent (fact check for the name: my mind is drawing a blank on it). Then you go to Conde Petie, and from there you meet her before a big boss battle.

Spoiler: You get her at Maiden Siari on disc 2, she first appears at the Dwarf village and then you follow her home she becomes a permanent character after you leave Maiden Sari.
Games beaten:- Crisis core, FF7 FF9 FF10. I need more time to game
You pick Eiko up in the story just keep going through the game and you will get her. You pick her up after passing through the goblin village Conde Petie so you will not miss her believe me.
You get her naturally in the game too. Not like Yuffie in FFVII where you have to seek her out. She will join your party during the story.
