I kind of agree with you. For me, leveling in IX just felt much more tedious than any other FF and got harder to level towards the end of the game. I would say by the time I got to level 60 is when it really got really bad. I'm not sure though, I think I brought this up with someone before along with the encounter rate feeling more sensitive but, they disagreed with me so maybe it's just us
In my opinion, once you reach 60, you can defeat almost anything...except Yans. Those things can screw you at any level.
I agree it's slow to level up, but I also think no boss or enemy is worth going to Level 99 for, maybe except for Ozma. And Yan. But that's it.

My highest is Zidane to Lv.96 and others to 70-80.
It takes time but if you have it it's fun at least once.
