I'm in Chapter 11 and I've kept my original weapons, upgraded to 15. Is this the best policy or should I get them something else? If so, what would you recommend?

You can certainly get through the entire game without changing weapons and just upgrading them. I rarely touched much upgrading on them until the post-game. So you should be fine. The bigger stuff come from maxing them out and upgrading them to a new weapon completely.

That sounds quite complicated to me. But I haven't got the money or the items to consider that path at this stage.
