1: No, just because one thread owner permits it does not mean it is permited in all. But I am debating on upping the antie in villian and hero. But nothing is set in stone.

2: Depends on what you mean by join. If you want to have your name on the elimination block then no. The names are set.

If you are wanting the ability to vote, then yes. If you meet the requirements at any point while the elimination is going on then you can then post in that elimination.
