Yes. I've been really close friends for some years with several girls-mostly wives of my guy friends, but still. The couple I used to live with back in the day, I refer to as my "brother" and "sister," because I love them as such. They are good people.

Sure, one of my closest friends is male, our friendship is mostly about insulting each other. It's an odd friendship but he makes me laugh a lot. But sexually he's not interested in women, so I guess concerning this question it doesn't really count.
I get on with my sister's boyfriend, I don't want to have sex with him but I do see him as a friend, maybe not a close one, but a friend.
So yeah I think females and males can be friends I don't want to have sex with every male I meet.
I find myself friends with more men than women. Lately it's probably more balanced since I have been hanging out with more of my friends, and they have girlfriends now, meaning more friends.
If you have a jealous girlfriend, what's a whole other issue. One topic that was brought up in conversation last night when I was hanging out with a bunch of other women was if it's okay to hang out with other people your significant other doesn't know. Sometimes it makes the significant other uneasy, but we questioned why? Do they have thought of leaving their partner for someone else? Do they fear that you have those thoughts too? This is where lots of healthy communication comes into play and reassurance. However, if you are (or even them, sometimes they're not always innocent), it's time to re-evaluate your relationship.
Then again, I could just be speaking hogwash since I haven't been in a relationship myself for many years now, ^_^ I like having the amount of friends that I have and not feel sexually attracted to them. It's nice when there are no strings attached. I can be like, Dude, lets hang out! And not worry about it ending with sex.

Something I've learned along the way in relationships is that jealousy has no place or business being in one.
The few serious boyfriends I've had, they pretty much forced me to drop all of my guy friends. The first one would completely lose his shit if I even glanced in the general direction of another guy, but 5 minutes later I'd catch him staring at another girl's ass. God forbid I said anything or it'd be 5 across the eyes (and I wish I were joking).
I have my guy friends. Especially one of my best friends who's one of my absolute favorite people ever. There has never been anything more than "just friends" with him- on both our parts. Same with my best friend here in NYC. They're like my brothers and I love them to bits.
Thankfully, my fiancé gets that. He's actually friends with them as well and he doesn't mind me hanging out with them. Hell, we asked one of them to be a Godfather whenever we get around to having a baby.

I have female friends that I want nothing to do with sexually, and just value their company and friendship. I deal with females on a regular basis, and I can act very professionally and cordially, without being cold or awkward. I'm naturally standoffish, so I can't help that, but at worst I'm begrudgingly cordial. None of it is flirty, though I have one friend of several years try to kiss me, only because I was the only one of our group to have never made a move. I put that to an end, she apologized and we've been great friends since.
I have other female friends that, yes, in an alternate reality, I would live happily ever after with. Those are more difficult to navigate, especially if I'm still on friendly terms.
Yet, I'm in a very very good relationship, that I have all the confidence in the world in. Any moment of "oh, I'd hit that" is fleeting, and while completely normal, isn't acted on. Attraction is biological and unavoidable; your own reaction is entirely your responsibility.
On the flip side, if my gf suddenly made a new male friend, that she would spend all of her free time with, I would be very very surprised and cautious. That's mostly because I know her friends and how she operates. Likewise, if I started hanging out with a different female, I'd expect her to be cautious and inquisitive.
