Yes, there is lower than 5% - Utah only allows beer to have a max of like 3.2% ABV. This casino my mom and I went to in Oklahoma served beer that was 3.2% ... Arizona has a limit of like 6% and Tennessee's -used- to be 5.5%, but I think it's made its way up to 6%.
Anything higher than that, from what I'm assuming, then it has to be sold in liquor stores - and yes, that includes imports .
Anything imported to the U.S. will still have to adhere to each state's individual beer sales law - otherwise, they won't be allowed to market & sell their product there. I've actually heard people say that they think imports have more alcohol 'cuz it gets 'em "sooooo wasted, dude" and I'm like ".... Yeah that's a placebo effect, I think".
