Acquiring Dispel Majick

I am trying to figure out how to get the DISPEL majick. All my characters are at lvl 31. Is it obtainable at a certain lvl or at a certain part of the storyline? I am stuck at the bossfight at the stilshrine of miriam. HELP!!!!!!!

it can be bought in rabanastre, nalbina and phon coast (dont think your quite there yet though.) in xii, no magic can be obtained, you either have to buy it all or some characters start with some.

I have tried both shops in Rabinastre and Nalbina and neither shop has it as of yet. That is why I am wondering if its available at a certain character lvl.

I believe that it becomes available in the shops that kupo mentioned after you defeat Judge Bergan, but you don't face him until after you get passed the Stilshrine of Miriam.

Thank you guys for your help. I guess I will have to lvl up my characters some more before going after the boss fight at the Stilshrine of Miriam. I don't think at lvl 31 of all my characters is strong enough yet to defeat them even though all of them have lvl 3 mist abilities.
