Ray bomb?

Does anybody know an easier way to obtain a power generator to teach Quistis her ray-bomb limit break. The only way I know of is by mugging it from a level 30+ blitz enemy. Is this the only way?

If you get Tonberry GF, he knows LVLUP and LVLDOWN abilities which alter an enemies level without actually having to be a high/low level yourself. I recommend casting LVLUP 3 times, which should bring the enemies level between 70 - 99 and give you the only chance you have of mugging power generator at a lower level. I was never successful at mugging it from it myself, but this is the ideal way to go about it.
