I am so ashamed, just a few years ago I could probably have given you the name of all those relics. I know one relic however, Sneak Ring. If I'm not reminiscing incorrectly, it's purpose is to increase the success rate of the steal command, and it ups your speed by 5. I don't know if it's the speed +5 boost or just general effect of the item that enhances the success rate though.
I personaly found it funnier to up his evade. There is some equipment combination that gives him 100% immunity to physical attacks, rendering him basically immune to physical assault.
Btw, is it really speed that matters when it comes to stealing? I thought it was solely left to luck.
Locke's success rate with steal is based on his level and the target's level, speed isn't a factor.

More specific note:
Steal % = Locke's level - Target's level - 50.

Now that the thread is back.
The Esper Odin gives a Spd+1 at level up, so If you want to hold off on leveling a character, Locke for example (steal more often I guess..) then just leave them a low level untill you get Odin.

Though, from searching around this is what I've found to be the most "accurate" from what everyone said:
Locke's level + 50 / enemy level = steal %.
or
(Locke's level + 50 - enemy level) / 128 = steal %.
Steal is Locke's special ability. His success rate is defined as: This value is doubled if Locke has a Sneak Ring equipped. There is a 1/8 chance that Locke will steal a rare item, a 7/8 chance he will steal a common item. If there is no common item in an enemy's common item slot, there is a 7/8 chance that Locke will fail to steal, regardless of his success rate. The hidden character Gogo may also use this ability.
