You can obtain him in the WoR, you can fight the optional dragon on your way to him and you can get Umero afterwards. All you need is Terra in the current party and you must defete him in battle.

Feeding him only yummy fish results in not only better health but you can also tell he is getting better through his communication with Celes. Feeding him a combination of fish results in an up and down situation but most generally he will die. Bad fish will result in a deline in health and he will also show this through his dialog oh yeah absolute death for Cid.
In death scinario Celes will go to the cliffs and jump off in hopes she too will die and in the life scinario Cid will show Celes down and to the raft and you can revisit him later on in the game.

When you enter the house in the Southeast corner of town, Lone Wolf will shout, "Whoa! I've been had!" (It's something like that, it's been a long while and difficult to remember one specific line.) Chase/follow him away from the house and through the mines, and you will eventually corner him. He will take a moogle hostage, in the same spot that Tritoch was defended earlier. The moogle will struggle, they'll separate, and you have to choose which you want to save. Take Lone Wolf, and he'll give you the Gold Hairpin. Take Mog, and he'll give you ... well, himself. But not in a perverted way.

You have to fight a battle underwater. You can only do this in the world of balance, or you lose your chance forever. Go to the Veldt cave where you find Gau's treasure (diving helmet) and then continue through the cave to the dive point (it'll lead to Nikeah). Dive, fight, get Water Rondo. Oh yeah, and if it wasn't obvious, you need Mog in your party.
