wher is the best spot to train a lvl 35 water type in heartgold johto region

Victory Road, its filled with rock types, and ground types, and they're no types its bad against.

i need to get ho oh first but my highest lvl is 48 fire then lvl 35 water and ho oh is a lvl 45 fire/flying type and i dont want to use my master ball

What Pokémon is it, because a Poliwag/whirl/toad would be quite helpful in this situation because being a water type, it also has Hypnosis,which is very helpful in trying to catch pokemon (All status conditions raise the chance of capture, each by a different amount)

is gyarados and my third highest is lvl 30 and i got koed to easy cause i mostly only trained one
