Monster levels?

When you libra a monster, there's a level for it right next to its X amount of hp. Why even bother with levels if the playable characters don't? I thought the level gave you a hint as to how hard the monster was, but when I fought it a level 7 monster, I died.

The monster levels make no sense to me either, I beat the game and I still don't get it. Ahahaha.

I find the leveling hilarious. The first boss is level 75 with 360 HP. The secret boss is level 55 with 15 million HP. Imagine the other 44 levels.
